The university was founded in 1988. It is a public, university which is located in Ulyanovsk in Russia. This city in Russia was founded in 1648 and formerly known as Simbirsk, moreover it is situated on the Volga River which is about 440 miles east of Moscow and has a population of 700,000. This university is one of the largest in that region which enrols 16,000 students in six colleges offering 68 majors and claims considerable international ties. This university was one of first among all Russians universities who join Bologna process and started to reform its Doctoral, Master’s and Bachelor’s standards of degrees. Based on classical education traditions, as a part of Moscow State University in State of Ulyanovsk, this university was established by a resolution of Government of the Soviet Union in February 1988 which formerly known as Simbirsk People’s University, established in 1648. Ulyanovsk affiliate of MSU was reorganized into USU in 1996 and at present USU is one of the largest higher educational institutions in the Volga Region which have 6 institutes, 7 independent faculties, 2 affiliates, 6 learning centers and many international study centers. In 16000 enrolled students, almost 200 are foreign citizens from Europe, Asia, Africa, North America and South America. At present it employs 1,254 faculty members who include 138 Doctorate and 623 are Candidate of Science degree holders. This university offers a wide range of study options which includes full and part-time, external, further and distance education programs on undergraduate, graduate and post-graduate levels. Students is having various options and choose from 77 majors, 76 post-graduate, 37 medical internship and medical residency programs.At the moment USU enrolls about 120 international students from 25 countries. Moreover, university also provides an opportunity to receive dual degrees in Law and Business. Also, the Ulyanovsk State University Business School offers MBA degree with focus on international business and finance.

Top priority of USU is developing and carrying out joint educational programs in cooperation with a number of universities and colleges of United States, Germany, India and China. Some main partners of the university includeWesleyan College (Macon, Georgia), Shenandoah University (Winchester, Virginia), University of Osnabrück, (Osnabrück, Germany), Duisburg-Essen University (Duisburg, Germany), Jaro Institute of Technology, Management and Research (India), Hunan Normal University (China). USU signed cooperative agreements with the University of Palermo, Hochschule Niederrhein (Germany), Masaryk University (Czech Republic), Utemisov West-Kazakhstan State University (Republic of Kazakhstan) in last two years. Moreover, in addition cooperative agreements are being completed with East Tennessee State University, La Grange College (USA), Freiberg Technical University Bergacademie (Germany) and about 30 higher educational institutions from the former Soviet Union republics. USU also signed an agreement for a joint Russian-Indian International MBA Program with Jaro Institute of Technology, Management and Research in 2012, April. In the field of education, JARO is a company which provides services which includes professional and vocational training and development in India and across the world via web-based and classroom-based instruction. The purpose of this agreement is to provide a framework for academic exchange and joint MBA training of working professionals in India and other Asian countries which includesUAE, Bangladesh, SriLanka, SouthAfrica Republic, Singapore, HongKong, Indonesia, Kuwait, Vietnam, Thailand, Bahrain, Cambodia, Burma and the Philippines.
